  • House Bill 1079 (Kretz) - Brings consistency in defining "person of disability" into both fish and hunting statutes.
  • House Bill 1122 (Kretz) - Expiration date on contract harvesting of timber on state trust lands is removed.
  • House Bill 1123 (Strow) - DNR request bill - makes it possible for DNR to establish contracts/agreements on their aquatic lands rather than having to go through a very complicated and costly lease agreement.
  • House Bill 1147 (Kretz) - Allows for commercial owners of livestock (cattle, sheep, horses) harmed/killed/injured by bear, wolves, cougars to receive compensation.
  • House Bill 1151 (Pearson) - Creates an advisory committee of livestock producers, hobby farmers, and concerned citizens to review any an animal identification program being considered in the state.
  • House Bill 1305 (Kretz) - Removes a $10 per year food locker fee on 14 establishments.
  • House Bill 1598 (Kretz) - Requires any entity receive SRF board funds to make public information regarding that funding.
  • House Bill 1743 (Kretz) - Requires every county to have a county weed board.
  • House Bill 1909 (Orcutt) - Attempts to address many inconsistencies in state law regarding a specialty forests permit.
  • House Bill 1972 (Ross) - Brings clarification of ownership in foreclosure procedures involving fees paid to irrigation districts.

  • House Bill 1192 (Kessler) Requires the state parks director is appointed by governor rather than the parks commission.
  • House Bill 1303 (Dickerson) - Clean air/clean fuels bill. Has an incentive program for school districts to buy new buses but requires the replaced buses to be completely destroyed; and it also mandates state/local auto fleets to use biofuels by 2015.
  • House Bill 1488 (Sullivan) Revenue stream is dedicated for Neah Bay tug and for derelict vessels removal.
  • House Bill 2056 (Lantz) Requires vendors to provide recycling bins for drinks at any "official gathering."

 
 APPROPRIATIONS

  • House Bill 1242 (Bailey) - Public employment of retirees. Places the same or similar restrictions on retire-rehire for members of TRS 1 as already apply to PERS 1.
  • House Bill 1261 (Crouse) - Service credit for disability. Permits members of most state-funded retirement systems to purchase up to 24 consecutive months of service credit for temporary disability.
  • House Bill 2147 (Kristiansen) - Vocational rehabilitation services for volunteer firefighters. Provides voc rehab benefits to volunteer firefighters at the discretion of the State Board of the Volunteer Firefighters' and Reserve Officers' Relief and Pension System.

  • House Bill 2115 (Newhouse) - Heritage barn program. Creates a capital grant program for preservation of historic barns.
  • House Bill 2219 (Orcutt) - Small forest landowners. Requires Small Forest Landowner Office in DNR to determine the compensation to be offered to a landowner for an easement as soon as possible after the landowner's application for the Forest Riparian Easement Program (FREP), and makes other changes to the program designed to help forest landowners.

  • House Bill 2325 (Kenney) - Community development fund. Creates a new capital grant program to local governments and nonprofit organizations, with ill-defined purposes related to economic development and access to human services, and requiring no local match for state funds. (Final version of legislative slush fund bill. Projects will be named by D's and funded in the capital budget.)

    • House Bill 1280 (Ericks) - School district capital funds. Permits school district capital funds (i.e., bonds) to be used for fees for online applications, software and licenses, training, upgrades and other costs related to information technology that are operating rather than capital in nature.

  • House Bill 1538 (Rep. Bailey) - Study of health benefit mandates, rating requirements, and insurance statutes and rules to determine the impact on premiums and individuals' health.
  • House Bill 1848 (Rep. Curtis) - Requires the Department of Social and Health Services and the Health Care Authority to enter into data-sharing agreements with Oregon and Idaho to assure the valid residency of applicants for health care services in Washington.

  • House Bill 1359 - Creates a statewide Affordable Housing For All (AHFA) program and a $8 document recording fee increase to fund CTED's administration of the program as well as pass-through to counties to run their local AHFA programs.
  • House Bill 1910 - Mandates that cities which issue property tax exemptions for multi-unit housing projects adopt and implement affordable housing requirements, and reduces the city population requirement from 30,000 to 15,000 to qualify for the exemption.
  • House Bill 1922 - Creates the Independent Youth Housing Program within CTED to provide housing stipends and case management services to young adults ages 18-23 who are former foster kids.
  • House Bill 1956 - Prohibits discrimination based on a person's lawful source of income in rental housing transactions and creates specific civil penalties for violating this prohibition.

  • House Bill 2104 (Curtis) - Secretary of State request legislation that adopts the Uniform Real Property Electronic Recording Act, establishing the definitions, standards, procedures, and authority needed by county auditors related to the implementation of a system for the recording, storage, and transmission of documents existing in electronic form.
  • House Bill 1925 (Curtis) - Removes the Dec. 31, 2007 deadline for eligible counties to engage in the urban industrial land bank planning process.
  • House Bill 1258 (Alexander) - Allows monies collected for an air pollution control authority in accordance with specified provisions may be disbursed upon warrants drawn either by an authority or a county auditor designated by the authority's board of directors.

  • House Bill 2212 - Delays any new development regulations as they would apply to agricultural activities until July 1, 2009, and during the intervening time the Ruckelshaus Center must, with stakeholder involvement, conduct an examination of the conflicts between agricultural activities and critical areas regulations that negatively impact them and report back to the governor and Legislature by Sept. 1, 2008.

  • House Bill 2261 - Creates a wood smoke advisory committee which will look at ways to reduce burning, primarily involving wood stoves.

  • House Bill 1595 (Appleton) - Requires counties to establish shellfish protection districts before recreational/commercial harvesting areas are closed due to a downgrade listing as a polluted waterbody area….and without any funds provided by the state.
  • House Bill 2220 (Lantz) - Prohibits DNR from leasing any tracts of state-owned aquatic lands until 2014 when an advisory committee will provide info on regulating all future geoduck operations on both state and private aquatic lands.
