Dear friends and neighbors,

It's hard to believe that nearly a month has passed since the opening of the 2009 legislative session.

We remain busy in committee considering hundreds of bills, including several that I have introduced.

Today, I'd like to provide a quick update of a couple bills I've prime-sponsored.

COLLEGE TEXTBOOKS - House Bill 1025
The House Higher Education Committee is drafting a couple of amendments to my college textbook bill. That's a good sign, because it indicates that the chair may allow the committee to advance the measure.

To recap, House Bill 1025 would require college- and university-affiliated bookstores to provide a four-week advance notification of course material requirements.

This measure would give students time to find the best prices of the books and instructional materials they need. They may be able to order the books online and get a price break by buying used books.

INTERMEDIATE VEHICLE LICENSE - House Bill 1371
This past Tuesday, the House Transportation Committee heard testimony in favor of House Bill 1371. This is a measure I introduced that would create some fairness for young drivers who hold intermediate driver's licenses.

Intermediate driver's licenses are issued to drivers under the age of 18 and come with the following restrictions:

  • If a driver commits a traffic infraction or is involved in an accident (regardless of who is at fault), the state sends the driver a warning letter.
  • If a second offense is committed, a letter is sent suspending the driver for six months, or until age 18, whichever comes first.
  • For a third offense, the driver is suspended until age 18.

Although I support our intermediate driver's license law, I was concerned about one part -- the portion that requires the state to send the driver a warning letter if the person was involved in an accident, but not at fault. This bill clarifies the law so that the restrictions are limited to those who committed a traffic infraction related to the accident.

The bill passed the committee and was sent to the House Rules Committee for further action.
